La ocurrencia de este fenómeno natural en los últimos setenta años se ha presentado con destacada intensidad en los años 1925-26, 1940-41, 1972-73 y 1982-83, siendo este ultimo uno de los mas catastróficos para la población de los departamentos del norte del Perú y para su economía.
El inicio del Fenómeno El Niño en la zona terrestre del Peru tuvo lugar en diciembre de 1982 con una duración hasta el noveno mes de 1983, con efectos que se agudizaron por la falta de ayuda oportuna, la deficiente organización de la sociedad y la improvisación en el manejo del instrumental técnico, legal, económico y político.
Se ofrece información sobre la situación ambiental con y sin presencia de El Niño, la matriz de impacto ambiental, la evaluación del impacto ambiental (EIA) y recomendaciones.

The occurrence of this natural phenomenon in the last seventy years has appeared with outstanding intensity in 1925-26, 1940-41, 1972-73 and 1982-83, being this I complete one of but the catastrophic ones for the population of the departments of the north of Peru and for its economy.
The beginning of the Phenomenon the Boy in the terrestrial zone of Peru took place in December of 1982 with a duration until the ninth month of 1983, with effects that were become serious by the lack of opportune aid, the deficient organization of the society and the improvisation in the handling of technical instruments, legal, economic and political one.
Information is offered on the environmental situation with and without presence of the Boy, the matrix of environmental impact, the evaluation of the environmental impact (EIA) and recommendations.
